Hi there:
We had similar probs on our PHP powered site. Newer versions of IE6 now seem to require sites to have P3P compact Privacy Policy with regard to sites saving/accessing "personal data". We got one for our site which is referenced from every page, and the complaining phone calls stopped pretty much overnight.
This *isn't* a panacea but something you may well want to take a look at.
